Update on H.R 82

Good morning PERI Members,
Here is an update from our legislative representative, Greg Bennett of Byers Minton & Associates:
I did some research on the Congressional Committee procedures after watching the recording of the Ways & Means committee, and the “report without recommendation” passage of H.R. 82 effectively holds the same weight as unfavorably reporting a bill. This was a potential outcome given the discharge process of sending H.R. 82 straight to the floor for a vote per the Speaker’s discretion. Under the discharge rule, if the legislation is passed out of committee, the discharge process is abandoned.
Both Chairman Neal and Rep. Brady noted on the record their wish to pursue a policy solution, but one that wouldn’t have potentially severe consequences for the broader social security system’s solvency. Both also noted that they will continue to work on their respective policy solutions to find some sort of compromise.
In short, it appears Brady and Neal are going to use their respective bills to find compromise between the two. Both believe a full repeal is impractical for the broader SS system’s solvency. I am working on a plan for member outreach, and it will be directed to Chairman Neal and Brady.
